The Management and Healthcare Laboratory (MeS Laboratory - Laboratorio MeS), established in December 2004, carries out:

Research to support the performers of the health care system through the management processes and the innovation of health and social care;

Performance evaluation to measure the capacity of the regional health system, of the health authorities and the district areas to be effective and efficient, in delivering appropriate services in line with the needs of the population;

Management training for top management and for the key figures of the regional health systems, with special regard to the Tuscan System as the Lab represents the accredited subject for the training of top management.

The Lab mission is to develop the managerial sciences in order in support of public health by:

  • enhancing its founding logics;
  • developing and sharing knowledge;
  • building organizational and management innovation to improve citizens health.

 


 

HEALTHCARE: 10 PROPOSALS TO EFFECTIVELY IMPLEMENT THE PNRR

Developed by a group of researchers from 6 universities, the proposals were presented and discussed on May 28 in a webinar open to all stakeholders of the NHS, with the intervention of the Director General of Agenas, Domenico Mantoan.

Ten operational proposals and three enabling factors to successfully implement the Health Mission of the PNRR and support the National Health System, hard hit by the pandemic which has highlighted critical issues and areas for improvement. This, in summary, is the work of a group of economics, management and health policy scholars, belonging to six universities: Bocconi University, Milan Polytechnic, Catholic University, Turin University, '' Tor Vergata '' University of Rome and School Superiore Sant'Anna.

The ten priority areas of intervention identified by the research group are:

  • strengthen and infrastructure general medicine 
  • enhance the management of chronic conditions 
  • rationalize the local outpatient network 
  • ensure self-sufficiency at home in an integrated form with the welfare system 
  • standardize the endowments of intermediate structures between regions 
  • plan and implement a skill mix change between doctors and health professions 
  • reform the public health system by adopting a "one health" approach to health 
  • promote clinical competence in the network of small hospitals 
  • renew the infrastructure of large hospitals by changing their logistics and increasing their flexibility and sustainability 
  • modernize and make efficient the technological park of hospitals 

“The role of the Regions will be fundamental in the implementation process of the PNRR”, explains prof. Milena Vainieri, member of the working group and Head of the MeS Laboratory of the Scuola Superiore Sant'Anna in Pisa, "an investment plan of this magnitude requires a strengthening of regional skills in all phases of the life of projects, such as the Generation EU for support in the design and implementation of reforms in the Member States ".

COMMUNICATION OF ANTI COVID-19 VACCINATION ON THE WEBSITES OF ITALIAN REGIONS AND AUTONOMOUS PROVINCES: THE RESULTS OF THE SURVEY CARRIED OUT BY AGENAS AND THE MES LABORATORY

Agenas (National Agency for Regional Health Services) and the MeS Management and Health Laboratory of the Institute of Management of the Sant'Anna School of Advanced Studies presented, during a videoconference event, the survey on the "Communication of anti Covid-19 vaccination" on websites of the Italian Regions and Autonomous Provinces ". The project, from which the survey carried out in collaboration with the Institute of Computational Linguistics of the CNR was born, aims to offer an overview of the ways in which the Regions and Autonomous Provinces communicate with citizens through their respective institutional websites on anti Covid-19 vaccination. Adopting the perspective of any citizen or any citizen who searches for information on the websites of the Italian Regions or Autonomous Provinces on the vaccine, the study investigated four main fields relating to information: availability, quality and quantity, usability and efficiency, readability .

"From the previous survey carried out by Agenas in collaboration with the Scuola Superiore Sant'Anna on the Italian population - declares the president of the agency, Enrico Coscioni - it emerged how the receipt of clear information on the anti Covid-19 vaccine can increase the propensity of citizens to get vaccinated. In these days we are witnessing a decline in deaths, infections as well as less recourse to hospitalization of patients. This is happening above all thanks to the vaccination campaign in progress and therefore Agenas is committed to giving all the necessary support to the Regions and Autonomous Provinces also with respect to the delicate phase of relationship between the various bodies of the National Health Service and citizens ”.
 
"The survey meets the increasing demand for information on websites by citizens - underlines the general manager of Agenas, Domenico Mantoan - and provides a study and analysis tool to support Regions and Autonomous Provinces for the realization of always updated quality communication. The goal is to homogeneously offer an adequate service throughout the national territory with respect to information on vaccination against Covid-19. Precisely for this reason, the project indicates a series of actions that regional policy makers could undertake, to make institutional communication effective and uniform, improving citizens' awareness of the correct care and protection paths for their health ".

"This survey, aimed at analyzing the websites of the Regions and Autonomous Provinces - comments the director of the Sant'Anna School of Advanced Studies, Sabina Nuti - aims to provide suggestions for improving communication processes starting from the browsing experience of the citizen. From the survey carried out in January 2021 on the propensity of the Italian population regarding the vaccination against Covid-19, it emerged that citizens who are against or still uncertain have mostly a low educational qualification and would like to receive more information especially on the side effects of the vaccine. The Regional Health Systems can reflect on their ability to respond to this need for information with the evidence provided by this survey ".

Monitoring of the COVID-19 vaccination plan: the weekly report produced by the researchers of the MeS Laboratory is available online​

The research and analysis activities of the Management and Health Laboratory continue in the context of the Covid-19 pandemic situation. In fact, the first report on the Monitoring of the COVID-19 Vaccination Plan is online, updated every week.

The data of the Civil Protection and the Presidency of the Council are re-elaborated by the researchers of the MeS and presented with the methodology already used by the Laboratory in the evaluation of the performance of health systems.

AGENAS AND MES LABORATORY: ANALYSIS OF THE PERFORMANCE PERFORMED BY THE NATIONAL HEALTH SERVICE FOR A COMPLETE DEPARTMENT OF THE SERVICES. COMPARISON BETWEEN THE FIRST MONTHS OF 2020 AND 2019​

 

The National Agency for Regional Health Services (Agenas), in collaboration with the Management and Health Laboratory (MeS) of the Institute of Management of the Scuola Superiore Sant'Anna, has produced a preliminary analysis of the performances carried out by the National Health Service ( NHS), both in hospital and in the outpatient specialist field, comparing the data of the first months of 2020, in full epidemiological emergency, with those of the same period of 2019. The results are now made available to all stakeholders on the “Resilience” section of the Agenas Covid-19 portal accessible by clicking here.

“It is up to Agenas - comments the president Enrico Coscioni - to ensure its technical-operational collaboration with the Regions and with the individual health companies in terms of the effectiveness of health interventions, as well as the quality, safety and humanization of care. I hope the research we have presented will be a useful starting point for all the bodies of the National Health Service involved in providing services pending the complete analysis of the 2020 data, which we will have in a few weeks thanks to the work of the National Outcomes Program. "

"The survey we presented - declares the general manager of Agenas Domenico Mantoan - is an important research and support work for the Minister of Health, the Regions and the Autonomous Provinces of Trento and Bolzano, which allows us to understand the level of resilience capacity of the various health systems. We are still in a phase of full epidemiological emergency, but we need to structure ourselves to plan and organize the system towards the complete restart of all services to meet the health needs of all our citizens. Agenas is available to the Regions and Public Administrations to investigate the data presented today in order to better plan the offer ".

“In every crisis situation - declares the rector of the Scuola Superiore Sant'Anna Sabina Nuti - it is the professionals and organizations capable of promptly remodeling their routines and processes that make the difference. The expression 'resilience', although perhaps abused today, expresses the ability of those institutions that, in the face of the pandemic, have been able to respond, to ensure the response to new and emerging needs and to those already existing. This work - continues Sabina Nuti - arises from the collaboration between Agenas and the MeS Management and Health Laboratory of the Institute of Management of the Sant'Anna School of Advanced Studies and monitors the resilience of regional health systems in the early months of 2020. Facing a tsunami 'unpredictable such as Covid-19, the data of the first half of last year show that even realities hit hard by Covid-19 have tended to guarantee their citizens the provision of essential services, drastically reducing those that can be postponed. Resilience is also the ability to reorganize care to rebalance the offer over time. The monitoring of the second half of 2020 and the strengthening of the National Health Service will be fundamental ".

 


 

VACCINE AND VACCINATION AGAINST COVID-19 AND THE PROPENSION OF THE ITALIAN POPULATION TO JOIN THE VACCINATION CAMPAIGN: THE RESEARCH BY AGENAS AND THE MES LABORATORY​

"The vaccine and vaccination against Covid-19: the propensity of the Italian population to join the vaccination campaign" is the survey conducted by the National Agency for Regional Health Services (Agenas) and the MeS Management and Health Laboratory of the Institute of Management of the Sant'Anna School of Advanced Studies.

The results were presented on Friday 19 February 2021 during a press conference with the interventions of Domenico Mantoan, general manager of Agenas; Sabina Nuti, rector of the Sant'Anna School of Advanced Studies; Paola Cantarelli, researcher of the MeS Management and Health Laboratory of the Institute of Management of the Sant'Anna School of Advanced Studies.

 


 

The Laboratory's Researches and Analysis on COVID-19 pandemic

The new interactive platform

The MeS Laboratory plays its part in the research and effor to contrast the COVID-19 pandemic, providing and processing the information available at regional and provincial level in Italy in a new interactive platform, freely available at the link:

The tool presents nine charts with different information or different ways of representing some information at regional level and, for all of the cases, at provincial level. In particular, the first chart is dedicated to the contagion trend in terms of positive cases, healed and deceased with evidence (within the graph) of the main measures launched at national level; while the second form allows, by selecting the region, to display regional specific ordinances in the graph of the progress of the cases. Furthermore, there is a focus on the number of tests and its relationship with COVID cases and a sheet showing the relationship between the intensive care beds declared for COVID by the Regions on the population and the saturation index of the beds in intensive care.
The data are updated in real time with the publication of the information by the Civil Protection.

The web conference

The web conference "Managing existing Health Systems for resisting in a crisis situation: the Italian experience facing the Coronavirus emergency" organized by the MeS Laboratory on April 2, 2020, is part of the training and dissemination activities of the HealthPros project, funded by the European Union as part of "The Innovative Training Networks - Marie Curie actions".
