Bio

Prof. Francesca Capone holds a Law Degree from the University of Naples Federico II and a Joint Ph.D. Degree from the Scuola Superiore Sant’Anna and Tilburg University, earned in October 2013. In 2012-2013 she worked as a research fellow at the British Institute of International and Comparative Law in London.

Currently she is Associate Professor of International Law at the Scuola Superiore Sant’Anna, where from 2018 to 2021 she was Assistant Professor (tenure track position) and from  2014 to 2018 she served as a Research Fellow, lecturer and Coordinator of the Master in Human Rights and Conflict Management. She has been a visiting fellow and guest lecturer at several academic institutions across Europe, including Leiden University and the Max Planck Institute for Comparative Public Law and International Law. She has undertaken research on a wide range of topics, encompassing the law of remedies, the legal framework governing the response to CBRN events and the issues connected to international law and terrorism.

Her recent publications include Reparations for Child Victims of Armed Conflict: State of the Field and Current Challenges (Intersentia, 2017; reviews of the book have been published in the Italian Yearbook of International Law and in the ICLQ) and Foreign Fighters under International Law and Beyond, co-edited with Prof. Andrea de Guttry and Dr Christophe Paulussen (Springer/Asser Press, 2016; reviews of the book have been published in the Italian Yearbook of International Law, the ICLQ and the Melbourne Journal of International Law). In May 2018 she was awarded the Ciardi Prize for the best book in the field of international humanitarian law (previous recipients of the award include: Prof. F. Kalshoven, Prof. M. Bothe, Prof. Dieter Fleck and Prof. Carsten Stahn). 

Research

Dr Capone has participated in the following EU funded projects:

  • Strengthening CBRN-response in Europe by enhancing on-site cooperation between safety and security organisations: an Italian pilot” (founded by the European Commission- Directorate General Home Affairs);

  • “MARSOL, Demonstrating Managed Aquifer Recharge as a Solution to Water Scarcity and Drought” (FP7);

  • “EvoCS, The evolving concept of security: A critical evaluation across four dimensions” (FP7) ;

  • “ANYWHERE EnhANcing emergencY management and response to extreme WeatHER and climate Events” (Horizon 2020).

The tasks carried out encompass: undertaking research on the  international and EU legal, policy and institutional framework in cases of emergency or crisis management; gathering information about the national normative frameworks through various methodological tools, in particular questionnaires; conducting a comparative legal analysis of the results; drafting reports, recommendations, policy documents and training curricula.

Courses

Dr Capone has designed and delivered, both at the undergraduate and postgraduate level, several courses covering a wide range of topics, including:  Intruduction to Human Rights Law, Transitional Justice, Protection of Vulnerable Groups, International Law and Terrorism, Women and Children's Rights, the Role of Non-State Actors in the international legal framework. She has served as a visiting lecturer at Leiden University, UCL, Addis Ababa University College of Law and Governance Studies.
