Italy’s Anti-Corruption Authority (ANAC), Transparency International Italy and Sant’Anna School have been working on the “Winter School of Transparency” to offer students a postgraduate course which aims to enable participants, experts and professionals to fight against corruption and take preventive measure and strategies to enhance transparency and sustainable organizational integrity in public and private institutions.

This 40-hours postgraduate program, under the supervision of Gaetana Morgante, Professor of Criminal Law of Sant’Anna School DIRPOLIS Institute (Law, Politics, Development), has been specifically designed to meet the needs of public administration staff involved in the procurement process (all acquisition transactions, reimbursement requests, purchase orders, invoices and payments) to increase public organizations accountability and ensure anti-corruption rules and best practices. Training education credits are provided for lawyers on the basis of agreements made with the Consiglio dell’Ordine degli Avvocati di Pisa association.

This course will prepare experts and professionals in the field of integrity and anti-corruption (graduates in law, economics, political science, public administration, criminal justice, or international law) who wish to improve their academic credentials and examine the corruption activities from business and social perspectives. It has been estimated that between 10-30% of the investment in publicly funded construction projects may be lost through corruption and that “annual losses in global construction through mismanagement, inefficiency and corruption could reach USD 2.5 trillion by 2020” (OECD, report 2012).

Training sessions and case studies are offered to graduate students on the trasparencyintegrity, and public procurement in health sector, universities and public research institutions. Participants will focus on corruption vulnerabilities and implement successful anti-corruption measures in the “public management” sector.

A typical day consists of interactive class sessions usually held in the mornings. The afternoons are spent in group projects, case studies and other problem-based learning activities.
